Pedro Ramos

A member of the Firm, Mr. Ramos is a 1992 cum laude graduate of the University of Michigan Law School (J.D.), a 1987 graduate of the University of Pennsylvania (B.A., Urban Studies), and a 1983 graduate of Central High School of Philadelphia.  

Mr. Ramos is a highly respected attorney, advisor, and civil servant in the Greater Philadelphia region. Mr. Ramos is also internationally recognized for his leadership and management skills and commitment to civic justice.

As a manager of TR&R’s government, education, and social sector practice, Mr. Ramos represents business, nonprofit and government executives and organizations on a wide-range of municipal law, fiduciary/governance, administrative, and strategic matters. He also applies his technical legal and management experiences in ERISA, fiduciary matters, and human resources in the firm’s complex litigation practice.

Professional History

Mr. Ramos has served in senior leadership positions in government and higher education and law. He has been the City Solicitor of Philadelphia, the Managing Director of Philadelphia, the President of the Board of Education of the School District of Philadelphia, and the Vice President & Chief of Staff to the President of the University of Pennsylvania. 

He was previously a partner in the Employment, Benefits, and Labor Group at Blank Rome LLP and a principal at Blank Rome Government Relations LLC. Before being recruited to Penn, he was a partner at Ballard Spahr Andrews & Ingersoll where he practiced for more than nine years in the Employee Benefits Group.

Civic and Professional Appointments

Mr. Ramos is serving a fourth consecutive term as a co-chair of the Legislative Liaison Committee of the Philadelphia Bar Association, the Association’s state policy arm. He represents USA Fellows on the Alumni Advisory Council of the Eisenhower Fellowships and was elected president of its Philadelphia alumni group. He serves on the advisory board of The Institute for Strategic Threats Analysis and Response (ISTAR) at Penn and chairs the audit committee of CDC Development Solutions, an international NGO based in Washington, DC.

Locally, Mr. Ramos is active on the boards of Project H.O.M.E., the Philadelphia After School Activities Partnership (“Philadelphia ASAP”), the Philadelphia Zoo, the Independence Foundation, and the United Way. He has served on the boards of directors of several legal, economic development, tourism marketing, education, and youth organizations and on the regional advisory board of two banks.

Awards & Honors

Among the numerous civic and community awards Mr. Ramos has received, are the Leon J. Obermayer Award, the “La Justicia Award” of the Hispanic Bar Association of Pennsylvania for 2011, the annual Puerto Rican Festival’s Citizen of the Year Award, the Philadelphia Education Fund Giving Forward Award, and J.T. Canales Distinguished Alumni Award from the University of Michigan Latino Law Students Association.
